Looking through the quizling list, I see only two that possibly could have had more than one webcheating infraction.

As for GotW Awards, I am guessing the most probably have gone to ataralas, who has about 6 or 7. S/He was on a tear for a while, getting a bunch in a short time, in the early days of the quiz.
